In preparation for painting bumpers on my 1999 Honda Civic?

I have a 1999 Honda Civic Coupe DX. I have been involved in a minor accident that was beaten from behind. Peeling paint and rear bumper needs to be repainted, but no other physical damage. The front bumper has a hole the size of golf ball punched through the center of it where it was pressed a truck with a trailer hitch. My question is: What materials and tools (in particular) and the type of sandpaper, I have to sand the old paint and preparation / primer for both and they are ready for painting. Prepwork I would do the same thing so I can save money. In addition, I always wanted to attempt body repair. Thank you in advance.
